2007 Rule Book
In case of injury at the track
Drivers and pit personnel are responsible for reporting each and every injury IMMEDIATELY to the E.R.A. Executive Secretary or any member of the Board of Directors (no matter how slight the injury seems to be at the time). DO NOT MAKE STATEMENTS TO THE DOCTOR OR HOSPITAL THAT THE E.R.A. OR RACE TRACK WILL PAY YOUR BILLS, AS THIS MAY NOT BE TRUE. You are responsible for all bills until the insurance claim form is filled out and turned in to the E.R.A. Executive Secretary or race track with all bills attached. Anyone who does not report any injury will not be eligible for insurance benefits. THE INSURANCE MAY NOT PAY YOUR BILLS IF YOU REFUSE MEDICAL ATTENTION AT THE RACE TRACK.

Englewood Racing Association
100 The Officers and Board of Directors are the governing body of the Association and, as such, are empowered to change, impose new, or void any rule or regulation except those pertaining to the cars proper or those already covered by the constitution and by-laws of the E.R.A.
101 The President, Officers or Board of Directors may change the program or line-up to improve the contest.
102 Drinking in the pits during an E.R.A. sanctioned program by any member(s) or person(s) will not be allowed until after the end of the last E.R.A. event. Drinking prior to this time will be cause for the member/person to be taken from the pits. Use of any illegal or controlled substances will not be allowed at any E.R.A. sanctioned event. The member/person shall surrender membership card and will be subject to a $100.00 fine and suspension for four consecutive race meets. Second offense will result in a one year suspension and fine to be determined by the Officers and Board of Directors.
103 Fighting is defined as any physical contact. Fighting at any E.R.A. sanctioned event, i.e. races, general meetings, banquets or in the pits, will be cause for a one year suspension and fine to be determined by the Officers and Board of Directors. Excessive verbal abuse can also be offensive and defined as fighting. Verbal and/or physical abuse outside your pit area shall constitute fighting and will be handled accordingly.
104 Members under suspension will surrender their membership cards to the President, Officers or Board of Directors immediately upon notification of suspension.
105 All fines are payable to E.R.A. and shall be paid to the President, Officers or Board of Directors before any racing privileges are reinstated.
106 All grievances must be taken to the President, Officers or Board of Directors and the Officers and the Board of Directors will rule on it. The Officers and Board of Director’s word is final, subject only the Officers and Board of Director’s review. All grievances must be in writing.
107 The Judge’s Booth is off limits to all personnel except E.R.A. Officers and Board of Directors. Special permission may be obtained by car owners by contacting the President, Officers or Board of Directors to observe timing of their car.
108 Any individual having applied for and having received membership agrees to abide by all rules, regulations, and by-laws of the E.R.A.
109 Car numbers will be limited to 01 – 09 and 1 – 98. #0, #00, #99 and alpha numbers will not be sold.
110 In case of duplicate car numbers, the alternate car will be required to carry an “X”.
PIT RULES
200 When racing at other tracks or for other organizations, their pit rules will apply.
201 For admission to pits during race meets, membership card must be shown to pit gate officials, and date stamped at time pit fees are paid.
202 All persons entering the pits will have paid entry fee, and will have a valid pit pass displayed in a prominent place on their person.
203 A visiting guest may enter the pits not more than once under the responsibility of a member in good standing.
204...... Car owner will be held responsible for the behavior of the driver and all pit crew during any sanctioned E.R.A. event. Car owner will be responsible for all personnel in their pit area to have a current E.R.A. membership. Fines to the car owner will be determined by the Officers and Board of Directors.
205 One pit man should remain with the race car in the pit area at all times to avoid possible theft or damage.
206 Driver and/or crew will stay with the wrecker to provide directions to pit location.
207 Fast or otherwise careless driving in the pit area will result in the driver being disqualified from the event and fined $50.00.
208 Only authorized sweepers are to ride on the sweeper truck. Sweeper must remain with the sweeper truck while in the racing area.
209 During the National Anthem, ALL activity in the pits will cease, and personnel will render proper respect to the occasion. Failure to abide by this rule will result in a $25.00 fine.
210 All personnel and vehicles shall yield to ambulance and fire truck when operating their red lights or siren.
211 When the Pit Attendant calls for line up of a race or time trials, the cars will line up immediately at the entrance to the track. Cars scheduled but not lined up prior to the termination of the preceding race or at the time called by the Pit Attendant may be scratched from the event unless the driver notifies the Pit Attendant that he will be late. The driver has three (3) minutes to make that event from the time all cars are on the track.
212 No car shall carry more than one (1) person at any time during a race, practice, and warm-up or in the pits. Failure to abide by this rule will results in a $25.00 fine to the car owner.
213 ROOKIE DRIVER: Defined as a new, inexperienced or beginner in E.R.A. Super Modifieds, who shall start all races for the first three (3) programs at the back of the field or until such time as the E.R.A. Officers and Board of Directors feel that the individual has reached a level of competence to compete in his regular time-in position. ALL Rookie Drivers will be identified by a red flag displayed at the rear of their cars, such flag to remain displayed at the rear of their car throughout the season.
214 ROOKIE WITH EXPERIENCE DRIVER: Defined as anyone who has not previously raced “open wheel” cars. Rookie with Experience shall start all races for the first program at the rear of the field, or until such time as the E.R.A. Officers and Board of Directors feel that the individual has reached a level of competence to compete in his regular time-in position.
215 Experienced drivers may start at the rear of any race by notifying the Head Judge or Pit attendant.
216 Any driver displaying un-sportsmanlike conduct while participating in an event may constitute disciplinary action by the Officers and Board of Directors.
TIME TRIAL RULES
300 Drivers will be permitted to time in only one car per division on any one race meet. The individual timing in a car must drive that car in the first scheduled race qualified for by that driver. An E.R.A. Judge or Treasurer must be notified of all driver changes, and car must start at the rear of all remaining events.
301 A car not receiving a time due to mechanical failure at the track during hot laps or time trials, after notifying an E.R.A. Judge or Secretary, will be placed at the rear of the B- Heat and Main Event. Any car that does not qualify is ineligible for timing points and will not be eligible to take position in the Trophy Dash.
302 Cars arriving late after the conclusion of time trials will be treated the same as cars in Rule 301.
FLAGS AND LIGHTS 400 Super Modified Flags: Green…………….…..Start of race Checkered…………...Finish of race Red………………..….Stop immediately Blue or Black……..….Disqualified, return to pits White……………...….One lap to go Yellow……………...…When the yellow flag is out and flashing yellow light is on, slow down and hold your position. Any car that gains position(s) during the yellow flag will be moved back two positions for every one position gained for payoff and points. Car(s) causing the yellow flag will be positioned at the back of the field according the their position(s) in relation to each other in the last completed green flag lap. Blue with stripe…...….Oil, water or car on track.
401 After a car has been given the black flag for three (3) consecutive laps, the car will be fined $10.00 for each lap completed after three under the black flag.
402 Cars will not be allowed to better their position until the start/finish line has been passed on the start of a race.
403 On restarts, cars will be allowed to better their positions after the green flag is thrown.
GENERAL RACING AND TRACK RULES
500 Only a member may register a race car with E.R.A. and the car must pass the Safety Tech before being allowed to race at any E.R.A. sanctioned event. Failure subject to run at the discretion of the Officers and Board of Directors.
501 A visiting entry shall be defined as any owner and/or driver not previously having been a member of the E.R.A. At the discretion of the Officers and Board of Directors, visiting entries must pass safety check of the Tech Committee. Visiting entry to run in the position he qualified for after demonstrating to the E.R.A. Officers and Board of Directors the driver’s ability to compete in an orderly manner. A visiting entry must become a member of the E.R.A. to be eligible to run for money and E.R.A. points, and at the discretion of the Board of Directors.
502 The racing program may be changed or regulated by the E.R.A. Officers and Board of Directors.
503 All cars and drivers competing in their respective main events must remain in the pits for ten (10) minutes after their respective main events. Within this ten (10) minute time frame, cars must remain unaltered and be in race state, as car came off the track at the end of the race. Cars and drivers departing prior to this time will forfeit all points and money won during that race program.
504 While the races are in progress, all cars will be under the jurisdiction of the Head Flagman. No car will pull onto the track from the pits while the race is in progress. Violation of this rule will cause the car to be black flagged from the track.
505 If a race is stopped for any reason, all cars will line up at the start/finish line whenever possible. Any car that fails to obey this rule can be placed at the rear of the field on the restart.
506 If a race is stopped as a result of a driver dropping his head, that driver will be disqualified from the remainder of that race.
507 If a race is stopped due to a red or yellow flag, the Judges will inform the head flagman of the positions the cars held at the end of the last completed green flag lap. The cars will be lined up and restarted in that position. Cars causing the red or yellow flag will be positioned at the back of the field according to their positions in relation to each other in the last completed green flag lap. When racing at other tracks or for other organizations, their track rules may apply.
508 All cars involved in an accident must be inspected by and E.R.A. Officer or Board of Director before being allowed to restart the race.
509 There will be no welding on the race track.
510 Any car entering the pits for repairs after the green flag has been thrown, may re-enter the race but may enter only under yellow or red flag conditions. Car will be placed in the back of the pack and will be scored the number of laps down that the car remained in the pits while the race was under green flag conditions. Repairs will be made to the satisfaction of the two Board members located at the track entrance before the car will be allowed to restart the race.
511 All members must stay clear of wrecked cars until such time as the driver can be removed from the car.
512 All restarts with less than one (1) lap complete will revert back to the original line-up. If a main event has been stopped with five (5) or less laps to be finished, it may be considered a completed race.
513 There will be a three (3) minute time limit starting when yellow lights start flashing to have car in restart position. Cars not in line will restart at the rear of the car field.
514...... Any car losing fluids on the racing surface will be black- flagged from the event and must be repaired to the satisfaction of the Tech Committee before beginning the next race.
515 Any car displaying loose or damaged parts that may present a hazard will be black flagged from that event and must be repaired to the satisfaction of the Tech Committee .............. before beginning the next race.
516 Driver and/or owner to be sole spokesman in any debate with Officials.
517 Any cars running with E.R.A. will meet the maximum DBA reading as required by the track officials.
518 No car may race with less than two tires on the racing surface. This will be subject to disqualification.
519 Only an available officer, board member or official will be allowed to go on to the track to either assist a driver repair a car and/or determine if the car may continue the race. At his/her discretion, an officer, board member or official may designate additional personnel to assist him/her with repairs. If a red flag is thrown and when an officer, board member or official allows crew members to go on to the track, only two (2) people per car will be allowed to go on the track. If an officer, board member or official is assisting a car that will count as 1 of the 2 people allowed per car on the track. Any non-compliance of this rule will result in the car being disqualified.
520 An alternate car may be substituted, but must start at the back of the pack in the car numbers qualified races and must pass safety tech. PROTESTS: SUPERMODIFIEDS
600 All protests must be presented to and E.R.A. Officer or Board Member in writing specifying type of protest and appropriate fee in cash, within ten minutes after the ... protested event has been completed.
601 Types of protests defined as follows: A. Removal of intake manifold and one cylinder head to determine cubic inch displacement. The cubic inch displacement to be calculated using the following formula: Cylinder diameter times 3.1416 times length of piston stroke times the number of cylinders. The diameter to be measured at bottom of stroke. Check of wheel base also included. Fee $250.00 and 10% will go the E.R.A. Treasury. Car owner will be fined $150.00 and will lose all points accumulated to date if found illegal. B. Any specific rule not covered in Type A or B protests the fee is $10.00 and the fine left to the discretion of the Officers and Board of Directors and protested situation to be corrected by the next race meet.
602 The driver of an illegal car will be fine $50.00 for the second and any additional offense. The first offense will results in a warning only.
603 All teardowns must be conducted as directed by the E.R.A. Officers and Board of Directors.
604 The following will be allowed to attend a teardown: (1) E.R.A. Officers and Board of Directors (2) Tech Committee (3) Protestor and one man (4) Protestee and one man 605 Protests will be accepted from a car owner or driver that participated in the same race as the protested car.
606 If the protestee or protestor disputes the decision of the Tech Committee because of the inability to reach a decision, the disagreeing party may request that the car be held until a satisfactory final decision can be reached. The decision of the Officers and Board of Directors is final.
607 If the protested car is found to the legal, the protest fee will be presented to the owner of the car and the car will be released.
608 Upon determination that vehicle is illegal, all points and claims to traveling trophies accumulated up to the time of the teardown for owner/driver, if one and the same will be cancelled.
609 Should any Officer, Board member or committee member be defendant or plaintiff in a dispute, he is automatically disqualified as an Officer, Board member or committee- man, and the President will appoint another member to act in his place during the time of the dispute.
610 Upon determination of legality of tires – if found illegal, car owner will be fined $150.00 and both owner and driver will lose all points and claims to traveling trophies.
SUPERMODIFIED RULES Bodies 1. Bodies must be neat appearing with no sharp edges exposed. 2. Bodies shall consist of a hood, side panels, belly pan and tail section. 3. Body must be securely fastened to the frame. 4. Hood will cover top tank of radiator and extend from radiator to fire wall. 5. Belly pan will extend from fire wall to front of driver’s seat and frame rail to frame rail. 6. Fire wall will be of aluminum or steel and separate the driver’s compartment from the engine and cooling system. 7. All cars will be painted. Numbers will be no less than 10” in height and have a sharp contrast to body color. 8. Numbers will be placed as follows: (a) Top of wing, minimum 10” with sharp body contrast. (b) Either both sides of body or both sides of wing in sharp contrasting colors, a minimum of 3” wide and 16” high with approval of tech committee.
Wings 1. Wings allowed with approval of Tech Committee: THE DEFINITION OF A WING TO BE AT THE DISCRETION OF THE OFFICERS AND BOARD. (a) All wing surfaces measured from 90 degrees on leading edge of wing to top of wicker in straight line, each stage will be measured individually, including nose wings. Tapered wings to be measured at center of wing width. (b) Mounting 4-point minimum. Wings shall be mounted so as to not be movable during race. (c) Mounting struts to be of substantial material and meet approval of Tech Committee. (d) Mounting struts may be adjustable. (e) Skin of wing to be aluminum or fireproof material. (f) Wing must be mounted so as not to extend beyond the outside of the rear wheel rims and remain within the confines of the car. 2. Spoilers are optional. If air travels over and under it, it will be considered a wing and not a spoiler. 3. Zero to 10.000” off set cars to have a maximum of 4465 sq. inches of total wing surface, including nose wings. 4. 10.001” to 20.000” off set cars to have a maximum of 3500 sq. inches of total wing surface, including nose wings. 5. Over 20.001” off set cars to have a maximum of 2900 sq. inches of total wing surface, including nose wings.
Chassis Off-Set
1. Off-set will be measured by the following formula: Measure both rear tires with straight edge on inside and outside of tire to determine center of tread width. Center of tread width to determine center of rear axle. Center of rear axle to center of crankshaft to determine off set.
Chassis Weight
1. Less than or equal to 360 cubic inch engine, weight to be 1700 lbs. with fuel and driver. 2. 361 to 406 cubic inch engine, weight to be 1850 lbs. with fuel and driver. 3. Greater than 406 cubic inch engine, weight to be 1925 lbs. with fuel and driver. 4. Each car to be weighed individually before timing and the main event and at the discretion of the Board at any other time. 5. If your car does not meet weight as specified in the rules above for qualifying, you will go to the rear of the weigh-in line, you may add fuel or lead to meet weight, and you will lose one qualifying lap. The car will not be allowed to qualify until it meets weight. 6. If you car does not meet weight rules as specified above for the main, you will go to the rear of the weigh-in line, you may add fuel or lead, but the race will not be held up for you. The car will not be allowed to start the main until it meets weight requirements. 7. Once cars have been weighed for qualifying and the main, they will be put in an impound area and the only change that can be made to the car is tire pressure.
Suspensions
1. Front axle, independent suspension, steering gear mounting and linkage are optional but must meet approval of the Tech Committee. 2. Wheels may be any type but must meet approval of the Tech Committee. 3. Floaters are mandatory on both rear wheels and ¾ ton spindle or larger on right front and/or racing type, approved spindle with approval of Tech Committee. 4. Halibrand or equivalent on open tube rear ends.
General Chassis, Roll Bars, Nerf Irons, Kick Offs
1. Any automotive or racing type chassis may be used. 2. Minimum wheel-base to be 84”. 3. Chassis material must be of steel. 4. Four post roll bars mandatory, 1 1/2” outside diameter minimum with .080 wall thickness minimum. For six post roll bars, may have 1 3/8” diameter with .080 wall thickness minimum of 1 ¼” diameter with .120 wall thickness minimum. 5. Roll bars must protect driver from top, rear and sides. 6. Roll bars may be bolted on with approval of Tech Committee, otherwise must be welded. 7. Roll bars to be above driver’s head while seated in the driving position. 8. Front and rear nerfing irons required. All nerfing irons must be made of steel or aluminum with no sharp corners or protruding edges. 9. Front nerfing irons must be a minimum of 6” wide, to be no higher than body line, or wider than frame. Center of the nerfing iron must extend in front of the front tires. 10. Rear nerfing iron may be extended and used as kick-off bars, but must be no wider than tread of narrowest tire used, and no more than 6” from the wheel with no sharp edges. Rear nerfing iron must be a minimum of 6” wide and extend behind rear wheels. 11. Kick-off bars in front of rear wheels mandatory and must be no wider than tread of the narrowest tire used. 12. No mirrors allowed on any car (including visitors except with the approval of the Officers and Board of Directors). 13. Front nerfing iron forward extension shall be no more than 36” in front of the front axle.
Cooling System
1. Radiator mounting optional with approval of Tech Committee. 2. Catch tanks mandatory and must be of at least one quart capacity and hold water. Must not be a structural part of car. 3. If any fan is used, a metal shroud of .050” steel or aluminum around the top and side of fan is mandatory. 4. Auxiliary cooling systems mounting optional. 5. Etheylene glycol not allowed. 6. Radiator cap must be covered or safety wired.
Engine and Drive Gear
1. Engine specifications: 488 cubic inch maximum big blocks, 455 cubic inch maximum for small blocks. Must be piston driven of any design. Aluminum blocks allowed. No superchargers or turbos. 2. No overhead cams. 3. Ignitions optional. 4. Single 2, 3 or 4 barrel carburetor or fuel injection optional. Anything allowed on top or connected to the fuel systems as long as there are no moving parts. Minor alterations to be legal as long as basic configuration is not changed. No forced induction systems. Down nozzles allowed. 5. Transmission and rear end optional (American Made) with forward and neutral. 6. Fuel protest to be the cost of laboratory analysis. 7. No fuel additives of any kind or at any time will be allowed. 8. Only one magneto or distributor per engine, and one spark plug per cylinder allowed. 9. All cars equipped with shifter rear end, will have a positive locking device.
Tires and Wheels
1. Tires will be Hoosier. Sizes and compounds are as follows: 11/24-15 M30 or 2030, 12/25-15 M45 or 2045, 13/25-15 M45 or 2045, 15/25-15 M45, 26/13-15 M45 or M30, 17/28-15 (SC1) M50. 2. Each car owner must buy at least 4 brand new E.R.A. legal tires from J.M. Enterprises between the beginning and end of each season to be eligible for point fund money at season’s end. 3. Hoosier tires must be run on all four corners to be eligible for point fund money at season’s end. 4. If required by Hoosier, drivers must wear Hoosier patch on driver’s suit and Hoosier will be displayed on race car for entire season, to be eligible for point fund money at season’s end. 5. If the above tires become unavailable, another control tire will be allowed with prior approval of the Officers and Board of Directors. 6. Wheel measurements will be left optional. 7. All dirt show tires will be left optional 8. Any tire without serial number, size and compound number showing will be automatically declared illegal. Disciplinary action in rule 610 of the E.R.A. rule book will apply.
Mandatory Safety Equipment
1. Drivers must wear at least one layer of nomex type suit with nomex type underwear, nomex type gloves, nomex type foot socks, nomex type head sock and/or nomex type helmet skirt and SFI approved racing shoes with approval of Tech Committee, and to be worn at all times while on the race track. 2. Approved type helmet and goggles or shield must be worn and fastened at all times while on the track. All helmets must have a Snell SA 2000 or newer inspection sticker located in the helmet, and must pass the approval of the Tech Committee. 3. Driver’s seat must be bucket type and constructed of metal or aluminum and be securely fastened to the frame or roll bars utilizing fender washers. Safety belts must be of nylon construction, and be at least 2 ½ inches wide with a quick release and must be worn at all times while on the track. Seat belts must be bolted to roll bars or frame, or per manufacturer’s recommendation and not to be older than two years per manufacturer’s date. Mounting must meet approval of the Tech Committee. Minimum 5 point connection harness mandatory. 4. All ignitions must be controlled by a switch located within easy reach from the outside of the car. A circle of contrasting color, 2” in diameter, must be painted around switch and switch must be labeled “ON” and “OFF” in ¼ inch letters. 5. All gear shift levers must have an unbreakable knob on the top end. 6. All open drive lines must have two (2) 360 degree loops. One (1) loop in rear 40% and one (1) loop near front U-joint, with approval of the Tech Committee. 7. A 360 degree scatter shield will cover the area of the flywheel and clutch assembly. The scatter shield must be a minimum of 3/16” thick NHRA approved and also meet the approval of the Tech Committee. Commercially manufactured units are highly recommended. 8. Bladder or fuel cell mandatory on all cars. 9. Fuel tank will be securely mounted with metal shield between driver and tank and will be equipped with a check valve to prevent spilling. A fuel shut-off to be clearly marked, will be placed within easy reach of the driver and from outside the car. A second fuel shut-off to be added between the fuel cell and the fuel pump on the main fuel line, to be clearly marked and accessible to the ground safety crew, and to be in conformance with the Tech Committee’s inspection sheet. No fuel lines will be allowed to be outside the right side, main frame rails of the chassis. 10. Battery must have a rubber cover. 11. Throttle pedal stop mandatory and three throttle springs, one on each side of the primary butterfly and one on the secondary. Also a toe strap is mandatory. All throttles and linkage must be approved by the Tech Committee. Nothing else will be through the same hole in the firewall with the throttle linkage. 12. All welding must pass inspection of the Tech Committee. 13. A 5lb ABC or 20lb CO2 fire extinguisher to be carried by all the car crews, with an annual inspection and safety tag, signed and dated, to be on bottle or in possession of crews. 14. Fuel pumps optional. Fuel pumps to be mounted between tank and fuel shut-off valve on electric pumps. 15. Harmonic balancer shall be bolted in place. 16. Brakes must stop all four wheels. There will be one brake on each front wheel and at least one brake on the rear of locked rear ends, and if unlocked, there must be a brake on each rear wheel. 17. Quick release steering hub mandatory on all cars. 18. Arm restraints and SFI approved neck collar mandatory. Head and neck restraint device is recommended. 19. Cage nets mandatory on at least right side of car. 20. Fire suppression system required on all cars. Must be 5lb minimum with two (2) nozzles in the cockpit, operational from inside and outside by driver and safety crew. 21. All heim ends on steering components will have washers bigger than the heim ends themselves. 22. Two-way radios allowed. 23. All drivers will be required to have a physical, within 24 months of the current race season, with a licensed physician before they are allowed to practice, qualify or race a car with E.R.A. The physical form to be used by the physician can be obtained from the Executive Secretary. Copy of results from physical will be on file with the Executive Secretary. 24. A doctor’s release will be required before a driver will be allowed to return to racing if: a) The driver was involved in an accident during practice, qualifying or the races if said driver is transported to the hospital. b) The driver goes to a doctor or emergency room of the hospital as a result of an accident at the races. c) The driver has surgery or is injured during the off-season.

Article I Membership Section 1 The membership of the Association shall consist of Citizens of the United States, at least 14 years of age, of good moral character, who are interested in the sport of automobile racing. Drivers must be at least 16 years of age.
Section 2 Membership shall be of two classes: (a) Class A membership shall be only the owners of supermodified cars. (b) Class B membership shall be all others. Where used in these By-Laws, the unqualified word “member”, “membership” or “Association” shall mean the combined membership of both classes.
All car owners, drivers and pit crewmembers who wish to be race participants under these rules, shall be members in good standing with the ERA prior to each event. A pit crewmember is defined as an individual that physically participates in the preparation and maintenance of the racecar at the track. All car owners and drivers will have an individually unique membership. Floating memberships for crewmembers may be purchased at a 15% discount in minimum of four (4). These memberships will assist the crewmembers that cannot attend all events. It is mandatory that each person using the floating membership fills out a membership form and have it on file with the Executive Secretary. Only full time-members may vote per Article II, Section 5.
